Our mission is to build community safety infrastructure for Native Nations — consulting, education, prevention, and toolkits that equip Tribal Nations to protect their own families from violence and substance-related harm, on their own terms.

Steven Juneau led the 2022 revision of the BIA-FBI Memorandum of Understanding — signed by Secretary Deb Haaland and Attorney General Merrick Garland — which governs BIA-FBI jurisdictional coordination and joint criminal investigations across Indian Country. He served as Acting Director of the Bureau of Indian Affairs Office of Justice Services, leading a 900+ person federal agency responsible for public safety across Indian Country, and as Commissioner and federal subcommittee chair on the Not Invisible Act Commission, leading national policy work on missing and murdered Indigenous people and tribal law enforcement recruitment and retention. 

He served throughout Indian Country for 30+ years as a police officer, special agent, chief of police, special agent in charge, and associate director. As academy director, he led two national law enforcement academies in New Mexico and North Dakota delivering national training, policy, technical assistance, and recruitment. He developed the first command and executive schools for BIA/Tribal supervisors and the MMIP investigation program.

A graduate of the FBI National Academy and Harvard Executive Program, he was awarded the Department of Interior’s highest award of Distinguished Service for outstanding law enforcement career serving Indian Country. 

Mr. Juneau serves on the executive board for the National Alliance for Drug Endangered Children and the National Indian Youth Justice Academy

Ms. Kodi Owens is an enrolled member of the Chippewa Cree Tribe where she was raised. She brings a highly qualified and diverse twenty year federal and private sector career in education and administrative field with the Bureau of Indian Affairs, Branch of Drug Enforcement, United States Indian Police Academy, DHS- Federal Law Enforcement Training Center, National Park Service, and Department of Agriculture. 

Ms. Owens has extensive experience fostering successful law enforcement education relationships across federal, state, and tribal law enforcement departments serving Indian Country. She led the education collaboration with the Drug Enforcement Administration, BIA-Office of Justice Services, and DOJ COPS Office and BJA delivering meaningful crime prevention and substance abuse education and resources across Indian Country. 

Ms. Owens is a life-long public servant who has made a meaningful impact in Indian Country throughout her career. She has a Bachelor Degree in Business Administration from Montana State University.
